Health Education/Risk Reduction is the provision of education to clients living with HIV about HIV transmission and how to reduce the risk of HIV transmission. It includes sharing information about medical and psychosocial support services and counseling with clients to improve their health status. Topics covered may include: Education on risk reduction strategies to reduce transmission such as preexposure prophylaxis (PrEP) for clients’ partners and treatment as prevention; education on health care coverage options (e.g., qualified health plans through the Marketplace, Medicaid coverage, Medicare coverage); health literacy; and treatment adherence education. Health Education/Risk Reduction services cannot be delivered anonymously.

The Ryan White HIV Services Program offers three levels or tiers of coverage. Ryan White funds are defined by law as funds of “last resort”—any available funding sources (such as insurance) for a specific service must be exhausted before Ryan White funds can be utilized.
What insurances are eligible for Ryan White Program enrollment?
Tier One—Full Coverage
Tier One covers: All services funded under the Marion County Public Health Department’s Ryan White HIV Services Program.
Tier Two—Ryan White Limited
Tier Two covers: Vision services (when not covered by the primary insurance), oral health services (when not covered by the primary insurance), and immunizations (when not covered by the primary insurance), medical and non-medical case management, Early Intervention Services (EIS), HIV counseling and testing, Minority AIDS Initiative, emergency food and utilities, medical transportation, short-term housing, linguistics services, and psychosocial support services.
Tier Three—Wrap Around
Tier Three covers: Oral health services (when not covered by the primary insurance), Early Intervention Services (EIS), HIV counseling and testing, Minority AIDS Initiative, emergency food and utilities, short-term housing, linguistics services, medical case management, non-medical case management, and psychosocial support services.
